Educare's journey to transform learning in South Sudan is powered by a dynamic network of partners from government, academia, technology, and the humanitarian sector. These partnerships bring together resources, policy support, and innovation to scale Junub Academy nationwide.
Ministry of General Education and Instruction (MoGEI) is our lead government partner, having fully endorsed and funded Junub Academy from its pilot phase to national launch. Formal MoUs are signed with MoGEI and nearly all State Ministries of General Education and Instruction to support full-scale implementation. Efforts are underway to finalize MoUs with the remaining states and the three Administrative Areas. These partnerships firmly establish Educare as a trusted implementer of the country's digital learning agenda.
Actively engaged in policy alignment and digital education advocacy, the Ministry of Information, Communication Technology & Postal Services through the National Communication Authority (NCA), has supported Junub Academy's development by facilitating official communications and directives to telecom operators for zero-rating and technical collaboration. Although our formal agreement is yet to be signed, our current relationship with the Ministry of Information, Communication Technology & Postal Services includes strategic collaboration, high-level endorsement and advocacy
Through a Joint Venture Agreement, the University of Juba supports Junub Academy with operational space at its STEM Center, access to electricity, water, security, scholastic materials, and collaborative advocacy and branding. This partnership anchors Junub Academy in academic rigor and public institutional trust.
A key enabler of accessibility, MTN South Sudan has officially zero-rated Junub Academy — allowing learners and teachers to access the platform free of charge using MTN lines.

Local schools serve as active implementation hubs for Junub Academy. Head teachers and teachers help facilitate the integration of digital learning in classrooms, while PTAs are key drivers of the Parent-for-Child Device (PCD) initiative.
Educare works hand-in-hand with communities and cultural leaders who provide grassroots support, ensure local buy-in, and champion the integration of e-learning within local norms and practices. Community mobilization has been central to the project's cultural relevance and sustainability.
